The 1 Oct 2026 deadline stands
The Ministry of Economy rejected HOK's request to extend the deadline, and its proposal to postpone online price list publication. HOK has asked the Government to annul both decisions; there is no answer yet. Unless that changes, both obligations apply from 1 October 2026.
Who must publish a price list
Every retailer and service provider selling to consumers that has a website — even a purely presentational site with no prices. A social media profile does not count as a website. Pure B2B business is not covered.
- shops, stands and markets, delivery, web shops
- crafts and services: hairdressers, repair shops, tradespeople, hospitality
- each outlet has its own price list, and a web shop is a separate outlet
What is published and when
The price list is published as a CSV or XML file suitable for automated processing. PDF, Word and Excel do not count.
- products: once a day, by 8:00 for the current working day
- services: after every price change, by 8:00 on the day the change is published — no new file is needed while prices stay the same
- every published price list stays available on the site for 30 days
- the file name contains the outlet type, address, outlet code, storage number, date and time
What the price list must contain
For products: name, code, brand, unit of measure and unit price (where applicable), retail price with the special sale flag (YES/NO and its name, e.g. promotion), the anchor (additional) price, barcode and availability. For services: name, retail price with the special sale flag and the additional price. HOK publishes templates for goods and services on its website.
The additional price: rules confirmed with the Ministry
The additional price is the regular (non-sale) price valid on 10 Sep 2026. It is shown next to every price — online, in store and in advertising — even when it equals today's price. At HOK's workshop on 24 Sep 2026 the following was confirmed:
- a product out of stock on 10 Sep: show the price valid in the price list that day, regardless of stock
- a new product or service: the price on the day it was first offered, with that date (e.g. 28 Sep) — never a price of 0 dated 10 Sep
- a change of supplier changes neither the obligation nor the amount
- label: HOK recommends “Cijena na 10.9.2026.” rather than “Dodatna cijena”, because the base price arrives on 17 Nov
- on promotions three prices are shown: the sale price, the lowest price in the last 30 days and the additional price
Different prices for different customers
Allowed, but with a clear reason — there must be a legitimate ground, e.g. a pensioners' discount on Wednesdays. The public price list holds the price that applies to every consumer.
The base price from 17 Nov 2026
Amendments to the Consumer Protection Act introduce a base price: the retail price valid on a specific day in a previous period. It is not the same as the additional price. The reference day, the products covered and how it is displayed will be set by an ordinance that has not been adopted yet, with exceptions expected for services governed by special regulations. HOK is pushing for everything to be aligned in one step on 17 Nov.
Fines
The State Inspectorate supervises compliance. For not publishing the price list or not showing the additional price, the Act on Exceptional Price Control Measures sets fines of EUR 3,000–30,000 for legal entities, EUR 1,000–4,000 for the responsible person and EUR 1,000–20,000 for sole traders.
