Cjenik HR is a WordPress plugin that publishes your price list as CSV and XML and shows the additional price for 10 September 2026 next to every price — in line with the Croatian Decisions that take effect on 1 October 2026.
Obligation applies from

- Every merchant and service provider selling to consumers — sole traders, companies, family farms, private renters, freelancers
- That has a website — a social-media profile does not count, but a brochure site without prices does
- A webshop counts as a separate sales object and needs its own price-list file
What is required from 1 October 2026?
The Decision on publishing price lists and the Decision on displaying the additional price (NN 101/26) apply to every merchant and service provider selling to consumers that has a website — including sites that show no prices at all.
Price list as CSV or XML
The current price list published on the website in a machine-readable form, with the prescribed columns and file name. PDF, Word and Excel do not qualify.
Anchor price as of 10 Sep 2026
Next to every displayed price — in the shop, on the site, in ads — the price that applied on 10 September 2026 must be shown, even when it equals today's price.
Regular updates and archive
Retailers update daily before 8:00, service providers on every change. Previous versions stay publicly available for 30 days.
Inspection and fines
Enforced by the State Inspectorate. Fines: €3,000 – €30,000 for companies, €1,000 – €20,000 for sole traders.
Who does this apply to?
The obligation applies to anyone who sells goods or provides services to consumers in Croatia and has a website — regardless of trade or size. In practice, that means for example:
- Hair and beauty salons
- Car repair shops, tyre fitters and car washes
- Hospitality — cafés, restaurants, pizzerias
- Hauliers, taxi firms and removals
- Web shops and retail stores
- Construction and craft businesses
- Private landlords and tourist accommodation
- Computer, phone and appliance repair shops
- Photographers, print shops and marketing agencies
- Private clinics, vets and wellness studios
- Driving schools, tutors and training centres
- Florists, bakeries and speciality shops
Purely B2B businesses are not covered.
What Cjenik HR does
WooCommerce shops
Generates the CSV and XML price list from the catalogue every day before 8:00: name, SKU, brand, price, promotion, price on 10 Sep 2026, barcode and availability.
Sites without a shop
A simple services table in the admin — enter services and prices, the file regenerates itself on every change.
Anchor price next to every price
Automatically shows “Price on 10 Sep 2026” next to every price in the shop and on product pages, including variations.
Archive and prescribed file names
Files are named exactly per the Decision (object, address, code, sequence number, date and time) and kept for at least 30 days.

Deadlines and fines
Both Decisions enter into force on 1 October 2026. Update deadlines differ for goods and services, and published price lists must stay publicly available for 30 days.

Fines and enforcement
Enforcement is carried out by the market inspectors of the State Inspectorate. The ranges are set by article 20 of the Act on exceptional price control measures (NN 40/25):

A fine may be imposed, among other things, for failing to publish the price list on the website, publishing it in a format other than XML or CSV, not enabling the prescribed automated retrieval of the data, and for failing to display the additional price — both in the premises and in advertising.
FAQ
Do I have to publish a price list if my site shows no prices?
Yes. The Decision covers every trader and service provider with an “established website”, and the Ministry of Economy has confirmed this includes sites that are purely informational or presentational. A social media profile does not count as a website.
Does a PDF, Word or Excel price list count?
No. The Decision requires .csv or .xml — a format suitable for automated processing. PDF, Word and Excel do not satisfy the obligation. Simply publishing the file on the site is enough for the prescribed automated retrieval; a dedicated API is not required.
Where does the additional price for 10 Sept 2026 come from?
It is the regular price, excluding any promotion, that applied on that day. Food, drink, cosmetics, cleaning products, toiletries and household goods that were already covered by the 2025 measure keep their 2 May 2025 anchor price. For items that first appear after 10 September 2026, the price at first appearance is used, with the date recorded.
Must I show the additional price even when it equals today's price?
Yes. Equal amounts do not remove the obligation. The additional price must be displayed clearly, visibly and legibly next to the retail price — in the premises, in the web shop, on the website and in advertising. The date does not have to sit next to every item; a column header in the price list is enough.
Does a web shop need its own price list file?
Yes. A web shop counts as a separate sales outlet and gets its own file, even when the same prices are already visible on the site. The same applies to every branch — each one has its own file, in a single consistent structure.
What must the price list file be called?
The name is made up of the type of sales or service outlet, the outlet address, the outlet code, the storage number and the date and time of submission — for example “servis_Vukovarska 20 Osijek_U-03_015_01.10.2026_07:45”. Cjenik HR builds the name itself, in the prescribed order.
How long must old price lists stay available?
At least 30 days — for goods 30 days from publication, for services 30 days from each change. Cjenik HR keeps the archive and publishes a list of previous versions, so it is available during an inspection as well.
What are the fines for not publishing a price list?
Under article 20 of the Act (NN 40/25): a legal entity €3,000 – €30,000, the responsible person in a legal entity €1,000 – €4,000, a sole trader or other self-employed activity €1,000 – €20,000, and a trader who is a natural person €1,000 – €6,000. Enforcement is carried out by the State Inspectorate.
Does Cjenik HR work with WooCommerce?
Yes. In a WooCommerce shop the price list is generated from the product catalogue, including availability and variations. On WordPress without a shop you enter services in a simple table in the admin. The plugin also works in a headless setup, where WordPress is only the back end.
My site is not on WordPress.

My prices depend on a quote — what then?
You publish the elements the price is built from (an hourly rate, a price per kilometre or per m², for instance) rather than individual calculations. The additional price is stated for the same billing unit.
Do I have to do anything myself after the installation?
For shops, no — the file is generated automatically every working day. For services you only update the table when a price changes; file naming, the archive and the additional price display are handled by the plugin.
How much does Cjenik HR cost?
